Zarathustra is the name, Synergy is the game!
For this ship I picked Specialization, Space Set and Traits, even Weapons, with the idea to be scientifically evil. Picking Polaron beams to weaken foes and to profit from high Drain Expertise was just the begining. Look, what the innocent Science and the boring Engineering Team abilities can do and how cool the weak-reputed Tactical Team can be:

Who is feeding the Secondary Deflector today?
When you look on it, the nasty Deteriorating Deflector does not show the Abilities that trigger it's bad bad bad Radiation damage. BUT... the Radiation damage it does appears in the list of effects displayed when you inspect a Bridge Officer's Ability (here: Energy Siphon 1, Destabilizing Resonace Beam 2 & Structural Analysis 3).

This is my current BOff loadout.

Power Settings & Stats
Weapons are not my primary source of damage, and default balance I did not love either. Be they good nor not, here are my power settings:

The offensive Stats are Ctritical Hit 20% (+50% on GW & DRB), Critical Severity 148% (+32% on GW & DRB), Control X 233, Drain X 264, EPG 323.

This however is the best log ever I got for a Science ship, the best log I got since Season 13 started (though my Tacticians do fine) and it is one of the rare ISA split runs I had that succeeded w/o the presence of an unspeakable 120K+ dps abomination.

Tyken's Rift Variant
When I replace the Gravity Well 3 by a Tyken's Rift 3, the Rift slows foes in a 3km range by draining their engine power, but is clearly weaker in Crowd Control. The Destabilizing Resonance Beam and Structural Analysis lose the bad mama that pulls extra targets into range.
For a Tyken's Rift loadout
  • replace the current Gravimetric Specialist DOff by Mariah Kilara Marr(courtesy of the Phoenix box event)
  • replace the Assimilated Module by a Zero-Point Energy Conduit
  • replace the Tachyokinetic Converter by a Nukara Particle Converter
  • replace the TDI Deflector by a Solanae Deflector
Though not so nice in the most Borg STFs, this setup looks very promising against Tzenkethi.

Experiments & Paperworks to do...
Less CD reduction?
Currently I run the ship with massive Cool Down reduction, especially on Science. As Duplicate CD is a value you can not undercut, I may change some Bridge Officers or some Consoles.
Less heal, one 2min CD less, more offense?
The Solanae Deflector Array is a nice offensive option. Also replacing one or some [DrainX] by [CtrlX] modifiers might be cool.
At the moment of writing, I run the I.S.S. Zarathustra with [EPG] and [CtrlX] modifier consoles resulting in Drain,CtrlX,EPG values of 130,317,377. This makes a lovely pulling Gravity Well pulling Borg Spheres from behind my vessel straight into my front arc and collecting Terran Frigates from quite far away into my playing ground. The rather low drain is not so good for a basic Polaron outfit and I may look into replacing the Energy Siphon by a Sub Space Vortex.

Alternate Weapon Loadouts
As the ship does not rely on boosting weapon damage for a certain type of damge, the Fleet Polaron and R&D Polaron Omnidirectional Beam can be replaced by something different w/o remorse. I just look into Procs and triggers.
I have no new ISA monster dps log to tell peak performance for the various loadouts. 50+ K dps became a just usual outcome und the vessel is tanky.

Plasma Weapons
Bad News
Plasma Fire does not benefit from Exotic Particle Generators. If it ever has, now even the Tooltip avoids mentioning the word "exotic".
Good News
The Experimental Romulan Plasma Beam Array does not drain weapon energy. This maintains the [Amp] boost of my Warp Core.
Plasma Fire apparently triggers the Atrophied Defenses from the Temporal Agent Specialization. It and should also benefit from the Entropic Amplification. 

I run Romulan Rep Store Weapons - these offer another Proc, reducing my opponent's damage resistance.

Agony Phasers
These come with Disable and Dot Procs. As Plasma weapons they should trigger Atrophied Defenses and a high CtrlX value should help overcome resistances against disabling.

My Relatively Controlled Test Environment
I found the Archer System Patrol at Elite Difficulty quite useful to observe how opponents are debuffed (elite Tholians just last longer) and how the ship behaves in general.
