If you are a GOLD MEMBER (only)
then you can take advantage of a feature in the Star Trek Online chat system which lets you chat with your in game friends while not in the game.
This is identical to AOL Instant Messenger, ICQ, Yahoo Instant Messenger, Skype(text), irc, Facebook Chat, Google+ (Hangouts) etc... minus the video and audio *(text only).
It has quite a few benefits if you are at all interested. Here is the Link to the general Instructions
There are quite a few choices out there where you can set this up, I recommend Pidgin and on your android phone you could use xabber.
