If you feel lazy: It seems you just have to play the gateway(s) to(in) arc and the final arc mission to get the goodies.
For the Shard of Possibilities, my lvl 60 Cecilia (you can never have enough Grooties) skipped to the Cardassian Arc, and just did Lost and Found & Boldly They Rode.
