I'd like to know the Duty Officers you use and about the 1st personal space trait.
I've found the Energy Refrequencer quite nerfed since season 13 - would go for being even more nasty by Precision from Rom Rep, or Rending Shots from Delta Rep
For a bit extra persistance: How about the Subspace Manipulator from "Skirmish"?

Done a lil tweeking and of course, long since got the fleet version of the ship.
NX-1942-C, U.S.S. Harbinger
