Debuffing: Making enemy ships useless

  • Gravity Well and the various tractor beams can mess with engines.
  • Quantum Phase torpedoes + TS/HY will drop their shields.
What BOFF abilities, set-bonus clickies, weapons, and/or consoles are good for disabling weapons, or at least a target's ability to fire? "Placate" effects only seem to keep a target from shooting at me, but they can still target my teammates, so it's not ideal for a "support" build.

Target Weapons Subsystems can take opponents weapons offline, and modify it with the Skill: Control Expertise to prolong the disabling effect
Attack Pattern Delta: targets your own or an allied ship granting them a damage resistance buff. Any ship that attacks the target will receive a damage resistance and stealth debuff.
Tachyon Beams, of course, and the Improved TB off the Geneva (shield heal for allies and increased effect on opponenet.s
