Get the power xfer only if you see a need for it. I'm not too sure a tactical officer needs it unless they have engine power, or shield heal issues (more times than not you are spending power in attacks). It sounds like your approach is good, because it has the added benefit that you can mix and match to see what works best,,, and then tell us
