I'd like to know the Duty Officers you use and about the 1st personal space trait.
I've found the Energy Refrequencer quite nerfed since season 13 - would go for being even more nasty by Precision from Rom Rep, or Rending Shots from Delta Rep Wink
For a bit extra persistance: How about the Subspace Manipulator from "Skirmish"?
