I had no picture that makes sense. So I took that one. I see sometimes Fleet Projects where the Energy Cells are filled, and DOffs are not. DOffs bought at 22500 EC or less mean 75 EC or less = 1FC. The priceworthy range. Why not saving these folks from the dark & cold Exchange for a new home at the Fleet and get the FC for a shiny Console or a place for a 6th DOff at space duty a bit easier? A full DOff roster is all that can stop me on that. And only this could stop me from filling my DOff roster.

So I send a mail to myself, to put white R&D DOffs into custody. If R&D is not your cup of tea - Beam Weapons R&D DOffs like Ririna Tenksi sell in the Millions EC range.
Then I give me two more mails with unbound DOffs white or green.
Now I do my purchase at the Exchange and trade DOffs for Fleet Credits.
When done, I release the guys from the mail box, of course.

Whoa, this is the best idea yet. I have lots of prisoners in mail stasis, but had not thought of this. Can we mail doff’s that are locked? Meaning ones we have used in either ground or space duties? Or are they not allowed.
