I just stumbled across this in /r/STO, and it looks like a big deal for those who are choosing between tactical and science variants of similar ships.

The subject of Universal consoles>tac consoles came up the other day. Currently, the best universal (outside of the leech) is the Bioneural, solely for it's 25% CrtD. If you're paying attention to build meta knows that the CrtD mod, which has 20% CrtD and a flat damage boost to that weapon can be less than 3% actual increase. Logic dictates that universal consoles (outside of the leech) are thus about that point or worse.
Tactical consoles aren't that fantastic either. There was a point when, at the very high end, your cat 1 looked like this:
Suddenly, things change, and your cat 1's look like this:
And then we have 1.9% CrtH on them. Extrapolating from the weapon mod tables, since I'm lazy, is ~2%.
So, despite the upgrades to MK XIV and the CrtH, tac consoles have barely kept up with power creep, and in very high end teams haven't even kept up.
To figure out embassy consoles, I'm taking a look at the average of my last few runs in the Tulwar (I really like the threat generation 5+th consoles give off, so I've never swapped back) gave this breakdown:
The TL;DR is that on my ship, the console breakdown looks about like this for DPS:
There are only two consoles that actually make a noticeable difference on my ship. The one of them, our glorious lord and savior plasmonic leech, is well known. The other one is the Valdore console. My last run got this result out of SCM:
SCM - Infected [LR] (S) - Heal Out: 2,777,886 HPS: 15,536.00 (91.5% of Team) - Vel@jarvisandalfred
And I'm not saying that it's to blame or anything for that abominable healing number or anything, but it did do 13,479 hps that run.
So yeah. Damage boosting consoles are all in a sucky state right now. I wouldn't really worry about how many tac consoles a ship has right now.

- Embassy consoles: +5%
- Tactical consoles: +4%
- Universal consoles: +2%

The Concorde class is the Operative/Engineering ship of the command cruiser pack. In friendly words she looks a bit rotund...
The vessel is an aux2bat build with 3 purple technicians and a mix of some expensive stuff, collected reputation, all-you-can-eat-zen-ship-pack consoles, mission free stuff and fleet equipment. Skills are not tuned at all yet.
Before starting to upgrade the Kobali Space set I have visited Dust-to-Dust way too often for, I ran into an Advanced Infected. First time ever for that Captain. But I had a set to test.

feel free to ask anything. I also am on at varied times of the day usually every day I don't always see chat to much pew pew pew but I accept team invites for any thing episodes, leveling, stf, though my gear may not do Elites ill give it a go. not afraid to hug a mugatto if its needed lol.

I christened the USS STANISLAUS with a quote of Heather Gummer in mind. The german synchronization "Heiliger Stanislaus!" was really cool at that moment.
A loadout with double beam arrays tought me that I can copy Sovereign's build but not her piloting.
The new build is once more based on my habitual/boring EPtS/EPtW setup with 3 Damage Control Enginees for reduced Emergency Power cool downs, the Warpcore Engineer for even more Juice and 2 Conn Officers to reduce the CD of Tactical Team, and to buff Attack Patterns.
I had started with the concept of a sturdy damage dealer. One more run through the Midnight Mission to complete the tanky Solar Defense set.
And then reason left the building. I upgraded a Hyper Capacitor Shield Array (new R&D recipe, not in the STO Acedemy yet) and actually used its special ability:
For 30 seconds the shield loses ~200 pts per weapon fired. Each shot drains this weird thing. I get 40% damage bonus from my epic beast when at full capacity. The shield can not be healed while in that state. I used that twice in the first flight.
The Pick Up Group was a good one and I got a personal record immediately:
SCM - Infected [LR] (S) - [06:31] DMG(DPS) - @edarta: 12.84M(33.16K) @petrkorb: 8.07M(20.72K) @Xingxi: 5.81M(14.98K) @dontask1: 4.89M(12.72K) @tonyyy666: 3.80M(9.70K)
I survived, thanks to the ship's Ablative Hazard Shielding console, also a top position in trouble provoked:
SCM - Infected [LR] (S) - DMG In: 434,693 (38.6% of Team) - Piper@edarta
I am not sure if I want to do that every day - both times I used the shield's self-destruction mode, a routine situation turned... interesting
